Introduction

A R Cartwright Ltd is currently preparing a planning application for 5.7 ha of land south of Gipsy Lane, Nuneaton.

The scheme proposes the following:

About 175 homes, including affordable houses —to meet identified local requirements Public open space Landscaping.

This consultation exercise enables members of the public to have sight of the proposals and speak with members of the team to understand the approach being taken.

Planning Background

The existing Borough Local Plan designates the site as Green Belt. It is necessary therefore to consider whether or not there are any very special circumstances that exist to justify a grant of planning permissions.

The relevant considerations include the emerging evidence base for the new Core Strategy which demonstrates a growing shortfall of housing measured against a 5 year requirement. The National Planning Policy Framework (March 2012) (NPPF) encourages local planning authorities to boost significantly the supply of housing. Relevant policies for the supply of housing should not be considered up to date if the local planning authority cannot demonstrate a five-year supply of deliverable housing sites.

Nuneaton and Bedworth Borough Council is unable to demonstrate a deliverable 5 year supply of housing sites. There is also a significant unmet need for affordable housing in the Borough. This proposal seeks to provide a higher proportion of affordable housing than would normally be the case. In such circumstances, it is appropriate to consider the release of sites in sustainable locations that can conform with the core planning principles of NPPF. This proposal meets the identified need for family housing in the market and affordable sectors. It is in a sustainable location and will integrate with the existing community.
